FF- The Trailex diagram indicates heights on the hitch and rear beam to clarify relative height when level. So while it may indicate 19" for the hitch, what's probably more important is that it should be no more than 1" higher than the rear beam. Also, trailer load and tire pressures impact overall height, so measuring front and rear on a level surface will ensure you have the hitch set correctly and your trailer is level.
If you don't have a diagram, you may want to use a level on your unloaded trailer and then level it off using your fifth wheel. You can then measure points at the front and rear to determine how it should ride once loaded.

We're in Colorado until mid-August, but I'll check the height on my Trailex when I get back to Florida. The key variables you'll want to watch are your trailer tongue weight and the overall weight distribution of the loaded trailer.

Hope all is well with you. Trailex recommends between 19-21" to the top of the ball. Obviously this will change with the distribution of weight on the trailer, but when correctly weighted is should be in that range.
