Unfortunately, there are a lot of cars out there with terrible cage/harness bar design/fab work. We recently found JB Weld on a roll cage to mask missing welds and bad fitment. This is a very important piece of safety equipment, but if its built this way it may hurt you more than help you.

On the passenger side inboard side you can see a 3 bar adjuster(wouldn't surprise me if they weren't routed correctly), he probably just wrapped them around the bar to take up slack. I used tie wraps to do so...
