Ohh wait thats just the 2009 aero spec.....
That isn't 100% accurate, seeing as how the dorsal fin won't be allowed, and there are a few other mistakes, but it gives you the general idea.

So is that the wing that is supposed to make drafting and passing more possible/likely in F1?

My understanding is that the dorsal fins will still be allowed next year - word on the street is that Ross Brawn has seen that rendering, and has said it is "very accurate".
That said, I think they've partially got the right idea, but messed it up along the way. The rear wing isn't as much a problem, as the high front wings and small diffuser. If they allowed a larger rear diffuser, teams would automatically run smaller rear wings (shallower, not narrower), as they would already have "enough" rear downforce (that is, the right ratio to the front). Lower front wings would also be less sensitive to 'dirty air', of which there would be less of (due to the smaller rear wings), and thus would allow the cars to run closer.

I understand getting rid of the big rear wing, but I am not really seeing the logic of the big front wing. If the idea was to make the front of the car less susceptible to loss of front downforce when following closely, doesn't being dependant on that big front wing make it pretty severely affected in another car's wake? Wouldn't no wing and depending on mechanical grip have been a better approach?
