I use this:

and can spread both pads back at the same time. I know it's made for a sliding piston caliper, but works just fine on my fixed variety. I catch the top of each pad, squeeze a few times (it operates like a caulking gun), and release. Doesn't touch the caliper. Cost is ~$40.
