This HANS stuff is semi off-topic, but...
I have mentioned MANY MANY times that if you cannot turn your head fully 90* in either direction wearing your HANS, it is not the device that is causing the problem, it is the user.
If you sit bolt upright with your head directly above your shoulders, you should have full 180* range of motion to look to either side. If you have poor posture, or are sitting scrunched down and hunched over in your best intense racer mode, you are taking slack out of the tethers. Of course you can't then turn your head. If you sit upright with good posture, not only is it better for your physiology, but it allows the tethers more slack.
Try it. My tethers are at as-delivered length, and I have 180* of movement if I sit properly.
