Correct, there are no holes there. The bumper is flat on the bottom all the way to the front wheels. Here's some more pictures of it when the previous owner had it:

Ok, got ya on the louvers. That makes sense.

Can you post a few pics of the louvers (top of fender and under?). I've been searching for some and only one's i've been able to find are Crawfords at $300 per SIDE.

Here's a few more that I took today. I have already put the fenders back on so I only got a picture of the top of the louver, I'll take it off again later tonight and take another picture of the underside of it.





This one is of the underside of the front bumper showing the flat panel
