It can be done but it involves changing out the brakes, replacing the actuator for a fixed hitch and the associated wiring.

If you are doing it yourself its not that hard. But if you got to pay someone it might not be worth it.

If it is a good deal on a good trailer, I wouldn't turn away from surge brakes. Well implemented and maintained, they work very well. We used them for many years in my boat racing days, both when we were dunking trailers in water to launch boats, and later when we were running inboard hydroplanes that required cranes to lift them into/out of the water. They always worked well too.

Mercedes ML 320 CDI, you will not even notice a 6000 lbs trailer on it.
I have towed my 928 behind it and it towes it without effort. Fuel economy towing about 18MPG on the highway. I am not sure why the ML320 CDI is not rated for more towing capacity here. In Germany it is rated for about 10000 lbs. The Jeep cherokee limited also has a pretty high tow rating with the same engine.
That Bluetech diesel rocks with 398 ft lbs at 1400 RPM...

I use a Toyota 4Runner V6. 245HP / 282 Torque - Boxed Frame.
With a weight Distribution hitch she's rated at 6400 lbs.
My set-up - Small Steel Trailer 1300# with 4 wheel electric brakes

Trailer - 1300
Tire Rack - 100
Tool Box Loaded- 200
Tires - 200
Car-3000

Total - 4800lbs or 75% of capacity

Tows great on the way to these hilly NE tracks the 6 times a year I do it.
The rest of the time it's my daily driver for 45mile round trips to work at about 20mpg.
