car has ton of moveable parts that affect aerodynamics, driver's helmet, wheels, suspensions, even the wings move! The test had to be changed for it to be meaningfull. Same old story, FIA regulations leave a gap, team takes advantage, someone whines, rules are clarified. Been going on since what? 1970? As far as I am concerned the damper was perfectly legal before it was illegal. Those tests are what differentiates F1 from a spec car. Nothing wrong with making something illegal when it clearly oversteps the rules/spirit, but people whining about mfg creative rule interpretation will turn F1 into a spec series.

+1 The most moveable (is that a word?) car part last season was McLaren's little wing on top of the nose cone, it was clearly moving on tv footage. Never heard a word about it.
