I flash lights, and even honk occasionaly in races. Why not? There's no rule against it that I know of.

Not sure honking does much with open pipes.... but Ronnie Savenor is the flashing lights king of PCA here in the NE. Some might say it has the opposite of desired effect.

Yes. It is flash-to-pass. Not mandatory. If you've ever seen the lights that the ALMS race cars are equipped with, it would be next to impossible to miss the headlight flash. These are high intensity lights with very impressive candle power capacity.
