951 suspension travel
How much upward wheel travel remains on the rear of a lowered (let's say 13" from wheel center to top of fender arch) 951. Can a track prepared car run less? Do they run less? What's the least amount of upward travel you would run on the track?

Depends on spring rates.
Remember that hitting the bump stops is NOT a good thing. Either for handling or shock longevity.
Bottom line stiff springs allow lower ride height because they allow less suspension travel.

I run my car a 2462-lbs NA with 350 lbs front and 330 (30mm tbars) rear at 5" height from the ground to the rocker panels level front and rear. Koni yellows at each corner
Just remember that the NA's don't have the plastic rockers.
I am also using 225/50 R15 tires.
I think I have only about 3 1/2" of clearance to the ground at the bottom of my welt rear sway bar adjustment. I don't think I can go much lower.
I feel I am limited by the front bump stops. I have what looks like about 1" of up travel before I hit my bump stop which has already be cut a little.
So far on the mostly flat tracks I have run here I have not found any problems with closing the springs unless drive OVER a curb I should not have anyway.
So what does this mean for you??
