Halon or AFFF

Halon is the better choice for doing the least amount of damage.
For electrical fires, Halon is best.
For fuel related fires, AFFF is best.
I know because I'm a Fire Captain, for Califonia's largest fire department.

Since we run with windows open and Halon is best for enclosed areas like being in a phone booth, don't you think AFFF is the way to go? Do you think AFFF would cause more engine damage like water on a hot block causing cracking vs. halon. Does the AFFF prevent the re-ignition of fire from say a smothered fire re-ignited from fuel on a hot header?
