If that is your attitude about something that happens on the track, stay the hell off the track.

They are immutable facts of driving on a race track. If you cannot accept them, stay the hell off and damned sure don't get any idea of suing anybody.
That may be harsh, the reality is harsh. Sorry about that chief. Driving on a race track is "no fault" and if you cannot accept that, you are in the wrong playground.

My expectation is that someone, once they go off the track, will return to the track safely or stay the he$$ off the track until they can.

You MUST be prepared to deal with losing the complete car any time you take it out to the track. It could be your fault, some other driver's bonehead move, or just a pure and simple error with no malice intent or stupidity. In all cases your car is your nickle. If any other racer offers to pay you really should refuse.

I received rearend hit at Daytona in Turn 1 during practice. Didn't do much damage other than a paint smear to bumper, but it knocked the exhaust off the hangers.
I pulled into black flag, where the scruts told me about the dragging system. (I couldn't hear it over the engine til I pulled onto pit lane.)
Since no one saw the hit, they didn't care. But the driver who hit me, immediately found me in the paddock afterward, apologized and asked if there was anything he could do, or pay for any damage. I told him I appreciated his apology, and don't worry about it, it's racing.
But he persisted. He said he had spare hangers and went and got them. An honorable guy. And I like knowing there are guys like that on the track with me.
