Used Suburban or Excursion (gas) can be found for $20K.
Both were available with tow packages (additional coolers, LSD, 3.73 or 4.10, large gas tanks,etc).
I've owned a 94 Suburban (gas) and 2 Excursions (00 and 05...both diesels); great tow vehicles.

I have a 2004 Ford Superduty F 250 and my wife drives it every day. I have to remind her to drive her Boxster, periodically. Go figure.

Same with me....both Excursions were my wife's. When she heard they were stopping production, she ordered an 05 and traded the 00.
I offered to buy her any car she wanted (I would take the 00 and make it the full time tow vehicle....finally a bullet in the Cayenne's head) but she loves driving the Excursions.

We use a '95 Chevrolet Tahoe LT w/ tow package. Trailered a 944s2 from Minneapolis MN to NY NY with only left side trailer brakes functioning (well, we think they work, lol). The Tahoe handled it suprisingly well. It was a very stable ride at 65-70 mph. Most important part is making sure you have the car properly centered over the axles of the trailer.
