Not quite sure what you're asking. Do you mean you want something in-car (in which case hand held doesn't make sense) that doesnt require a beacon? The DL90/1 is capable of this as it incudes GPS, my AIM MXL is as well with the optional GPS module, but both of these are dataloggers and reasonably big $$$.

There are quite a number of boxes that can do what you want, but all are beacon based, infrared, optical or RF as far as I know.

Try a common track stopwatch running in Lap mode velcro attached to the steering wheel.
All you have to do is push the lap button every time you cross the S/F stripe.

FWIW, there will almost always be guys with beacons for HotLap and other brands set up at most track events. You could get a receiver only [HotLap, AIM etc] and get lucky using one of these beacons.
