"Generally appears to be No" does not mean that there was no reduction in police funding anywhere. And some of the police budget cuts were due to general budget cuts, not an intent to specifically reduce police funding. But these nuances won't matter to you if your purpose is to support a partisan political position.

I think most people obey laws, including traffic laws, not primarily for fear of punishment but because they agree with the law (or at least with the spirit of the law) and with the idea of a society having laws; categorical imperative and so on. Traffic law enforcement has a significant effect, of course, but it's not the beginning or end of the explanation why non-criminal folks are trying to behave in a moral & legal manner most of the time. And most traffic offenders and bad drivers are not criminals in other parts of their life (I hope).
My personal observation in NYC has been that traffic is much the same as before Covid; my wife tells me that at 6am people are running red lights, though they did that before Covid too. What has truly challenged the city is other Covid-related stuff like the massive increase in homelessness directly linked to many marginally employed folks losing their jobs during Covid and then losing their home etc.. Whilst I never felt uncomfortable using the roads, I had been thinking twice about using the subway. But this has changed a lot for the better in the last few months.
If there is a general trend that I see in society it would be an increase in narcissistic & self-aggrandizing behavior of the kind that leads to bad consequences that others have to suffer through and fix, as exemplified by current events. For sure "elections have consequences", so we should elect fewer narcissistic & self-aggrandizing people

I am anything but partisan, as a registered Independent. But keep flailing.
The FACT is, my academic friend, that police budgets were significantly cut across the country as a direct result of partisan politics. And immediately thereafter, as anyone with a brain predicted, crime flourished and still does to this day. Including vehicular asshattery.
But I am sure this is purely coincidental, right?

Oh please. You know exactly what you said and meant. Don't parse it now.

I don't get my facts on these things from RL, would rather look at studies done by people who take the time.
You can register however you want, but your statements show your political bias, which looks pretty far from the center.

Who gives a damn what my alleged "political views" are? Nice diversion though.
The FACTS remain.

I'm genuinely interested in the question of whether there's been an increase in aggression on public roads, and if so, why, since it's related to my line of work. Some useful hypotheses have been presented in this thread, but this thread evidently isn't gonna be a venue for any sort of careful analysis, so I'm gonna bow out of the discussion.

If you want to draw general conclusions, you need a lot of data and careful analysis, not just a few cherry-picked 'facts'.
