Default rotor stud holes

Does anyone know why rotors ordered for a 2002 cup car would have holes (for the 5 studs) that are too small to fit over the studs? They are AP racing rotors.

Need to order Cup discs instead of the street car discs. Drilling will solve it, but is quite a precise job. Better exchange them if possible.

I had to drill out my Alcon rotors to fit the cup locating pins...Had a machine shop friend do it for me.
