"International" 997 Cup.. what that?

"International" 997 Cup.. what that?
We are looking for a 2nd '08-'09 Cup to run SCCA Nationals. Car needs to be "stock" IMSA spec.
We have found an '09 which sounds good, but was delivered new to Mexico then has been in the US. Owner says it was an "international spec cup car" and ECU had to be reflashed to US specs. Also had to place "bypass tubes" in exhaust which should run cats... not sure if cats are still there or what this really means.
Car also has "yellow/amber" head lights, but other wise looks like our '08 stock Cup (same wing, metal brakes).
Can anyone help clear up what may be "up" with this car?? Are there version differences for non US Cups?

I think it has been modified, Porsche does not built different spec GT3 cup except Supercup and a few Grand Am spec.
Make sure engine is sealed by Porsche so you don't have to tear it down in case of a protest. Yes at the runoffs they tear you down if you win or have a protest.
