So the 650's are a 30 series, and the 645's are a 35 series? Or are they both 30's?

Pirelli measures in mm, so the second number represents total tire height in mm. Yes, you are correct, if you looked at regular street tire sizing, these would be similar to 285/35-18 and 335/30-18.
