In this instance, it is a fire extinguisher mount that can snap in and out in seconds in any 996/997 with rear seats/belt receptacles.

Incorrect. To remove cannister, flip up the clip on the band strap (with one hand) that secures the extinguisher to the bracket. The bracket stays put.

I take it those seat belt receptacles on the 996/997 pivot on the bolt as they do on my car?
If that is the case, wouldn't the whole bracket with fire extinguisher not bounce up and down to some extent based on the road you are on. Or is there something bolting it down?

It is not bolted down--just attaches to the seat belt ends like the SpeedMerchants design listed above.
I was concerned about the fire extinguisher bouncing around and making noise but have not experienced either.
It stays in place on the track and street. The weight of the fire extinguisher keeps it in place.

Wow! That really is clever. No use to me in a GT3 (no rear seat belts) but I wish that had been around when I was doing the occasional DE.
Just one thing, I presume the fire extinguisher's actual mount comes with the FE and not with the part that plugs into the seat belts. I would not want (and I don't think some regions will let you have) only one securing strap on your extinguisher. In a headlong accident I suspect that would become one hell of a projectile.
