Silicon Valley doesn't represent the average buyer, but Teslas should do it.

Well it's my understanding it wouldn't have mattered anyway. I just recently heard that all the current HOV lane stickers will be invalid beginning 1/1/2019 and only new cars purchased after that date will receive a sticker and then only for a limited time. Apparently the HOV lanes in California have become impacted and are no longer serving the purpose they were created for; that being "High Occupancy". So the state has decided to drastically limit the number of stickers valid at any point in time. Not sure if this is true but it is what I was told at the local AAA DMV office.

I have already seen some red stickers on cars at my office in Sunnyvale..they just update the color to phase out old cars- just like they did with the yellow ones. They put an end date on them as the old cars become ineligible and come out with a new color. That sticker isn't going away any time. Our local mall has 44 EV charging spots. My work alone has around 20. If they quit giving us HOV status the sky would fall down.

If a major car company is bothering to make electric hybrids, they will get on the emissions list unless they CANT.

So here is an article that explains how the new law is going to work. Any EV that received its' sticker before 1/1/2017 will no longer be eligible on 1/1/2019. Further, all new cars that obtain a sticker will only be eligible for three years and then that car will also no longer be eligible. Here is the article:

For those of you in Maryland, it was really easy to obtain the HOV permit. However, its set to expire 9/2018, which sucks. Not sure if they will ever review after that or that concept is out the window

Permits, permissions, oversight, beaurocracy, being 'allowed' access - that's what you get in Kalifornia, and on far east coast.
Im glad I no longer live there. Wish best of luck to the rest of you, who choose to remain.

I for one would not make a purchase decision on a car based on Bay Area HOV sticker access rules. That's nothing you can count on for more than 1-2 years out.
