I had a horn replaced and the front bumper had to come off. That was a good time to change the air filter as well.

When I press horn on my Panamera, it sounds like a kid toy car...

Default Low horn is out

If my understanding is correct, the horn is made up of two separate horns, a high and a low tone. Your low horn is out, as are the ones on many early Panameras, including my 2011 Turbo. A common problem that, I was told by a Porsche service tech, was due to a change in horn manufacturer. The problem has been corrected with a redesign and if you buy a used horn from a newer model it should hold up fine. Unfortunately, I do not know exactly how new, but my sense of it is for sure the 2014 on.

I have not undertaken the replacement, but am glad to know in advance that the bumper (cover) needs to be removed.
