Default Passenger Airbag Indicator

Is it normal to have the Passenger Airbag Off indicator at the overhead console to stay lit when no one is occupying the front passenger seat? On all my other cars, the passenger airbag is always active except when a lighter person is occupying the seat.

On this car it turns off when no one is in the seat. I thought the same thing when I first got the car but found out that its normal for this car.

Default Passenger airbag

It makes no sense to activate the passenger's airbag in a crash if no one is in the seat. It also makes no sense to indicate a lighter person is occupying the seat as long as the airbag activator knows it. Actually, these warnings must be legal-beagle inspired because they contain no actionable information.
