Default 970.2 Panamera TTS overheating

After a spirited drive on some twisty mountain roads the temperature rose to around 117C. I parked the car and thought that would be just the end of it. After that it started overheating during daily commute. The temperature would rise from the base 90C to 105 degrees and sometimes even higher (shutting off the A/C). It gets worse in traffic and under A/C max load, but not definitively - sometimes the temperature climbs even when I'm cruising on a highway.
There are no error codes.
The shop replaced the water pump as it was not working correctly. No effect.
During my next visit they replaced one of the temp sensors ("the one that's easier to get to). Nada.
The thermostat is good.

Frustrated, left the car at the shop until they figure it out.
Can anyone give advice/suggestions?

P.S. There are no leaks, coolant level is ok. The radiators are good.

Few things that I can think of to check is...do you hear the radiator fan turning on? If not that, any air bubbles that may need bleeding, and/or clogged radiator. Last but not least, I believe there is solenoid valve that controls the water pump itself.

Yes, I can here the fan kick in when temp is high. System was checked for bubbles and bled out.
Don't know if they checked the solenoid valve (I'm sure they did though), but temp fluctuations are quite frequent. I was under the impression the faulty solenoid is like a constant on/off thing... either goes down to 90 or up to extreme... not jumping in between.
