New owner 2013 GTS

The exhaust butterfly valves in tail pipes move well enough now I’ve greased them (were seized) and I have good vacuum in both pipes. Both valve springs seem good enough but neither will open fully or much at all when I press the button.

am I missing something? When it starts neither open either?

Valves should be open before cold start. After start vacuum is generated and valves close. Press button vacuum is dumped and valves open. Guessing the valves are corroded or maybe someone has monkeyed with the system.
