I bought a Panamera Turbo a couple of weeks ago. I was unable to download maps and the dealer told me (correctly it seems) that the 2018-2019 maps were current. I tried again today and the 2020 maps seem to be live. Downloading over the embedded SIM LTE connection ran at about 600KB; I’m assuming that’s 600 kilobits per second, not kilobytes. Turning off the built-in SIM (by turning off the ‘phone in Device Manager, which is slightly unintuitive) I was then able to connect to my home wifi; download speed was the same. I have poor LTE coverage at my home but symmetrical gigabit internet service, so the download speed is likely limited by the Porsche server or the Panamera wifi radio.
Some additional info in case it’s of use to other downloaders:
1. The first map download also downloads a software update, presumably for the PCM.
2. All my downloads stopped at 80% and announced that the update would be installed after powering off the car. The update seems to take just a few minutes. So the percentage shown during the download is for the whole process, not just the file download.
3. Only three downloads are allowed “for this version of PCM software”, whether they’re on embedded LTE or Wi-fi. That’s asinine IMHO: sure, limit LTE traffic that costs Porsche $. But over wifi? You have to contact your dealer to allow more downloads.
I have tried to update my 2018 Panamera 4S and I have hit the same 3 download limit that AlexOz reported. I went to my dealer and they believe the limit will go away once my Car Connect code has been entered into the PCM. That said, they have so far been unable to add that code saying the process changed in the 2018 model when the PCM started coming with an eSIM and are following up with PCNA on the needed procedure. The Porsche help number said to enter the installation code via the PIWIS but the technician could not find a way to do that for my car. I'll report back as I learn more.

Sadly, Porsche Car Connect and Porsche Connect are both activated on my car and the three download limit holds. The whole Connect vs Car Connect thing is....not smooth. Porsche has a way to go on this connected car stuff. My Tesla nails it.

I got back from vacation and with my HW 54 version I tried and either get unable to connect to server or no update available. Tried in multiple locations so it';s not a SIM card and also am logged into Connect and Car Connect. I have a friend at Porsche who is sending to a technician to find out why 2018 have various HW 54 or 55 and if there is truly a difference with the update packages and timing sent for those, as well as status on latest versions available for HW 54. I have also had the recent recall update done and did not see any improvements in the PCM.

Ditto on the features and results here as well. Funny thing is I had a new Cayenne loaner when this thread first posted and I tried to update that to see how the process worked. When I did I got a very specific “no updates available” message every time. When I try to do my P4 I get a download failed message. Would love to hear what your contact comes back with.
Still trying to figure out how to get by the "three update" limit for downloads, and found this on the Porsche Connect Store website.
My dealer is still trying to track down how to lift this limit. The FAQ cut and paste above says to contact a "Porsche Partner". My three downloads were the software update followed by "CA/NV" and "OR/WA". I now have the West Coast updated. I think of a region as North America, not as a few states. It seems the process is working as designed but not as any customer would expect. Limiting an upgrade to a few states is crazy.
