Skipping wiper blades

Claying is great for removing built up road film and grime. It won' remove any mineral buildup or water spotting on the glass.
The comment about the wiper blades being an issue may be the case. They should have a graphite film on them in order to prevent skipping. If that film is removed, the blades will probably end up creating the chatter effect.

Update: Son of a gun, didn't know about the graphite coatings. Learn something new every day.

The rubber blades do have graphite coming off them. Just wiping them with IPA and a clean towel provides black streaks that do not clean off.
If I use the winshield washer in the car (on a dry windshield) they do not chatter. So there may be something to the comment about the washer cleaning fluid being matched to the rubber compound in the blades. But even so the effect wears off and the driver side blade chatters after some time in the rain.
But I also found out 991.2 wiper blades FIT on the Macan! Had a spare set from my 911, and even though they look like they won't fit they actually do. These are much beefier than the Macan OEM and I'll try these for a while in the rain we are having here in CA and report back. Initial tests with DI water sprayed on the window and no chattering.

Thanks for all the replies, but I have cleaned multiple time with Windex and DI water. Car has never been in a car wash, unless you count the dealer's detailing process (they also use DI water). Had the car ceramic coated but specifically instructed them not to coat the windows. Strange that only the driver's side wiper does this, and only skips on the return stroke, so that kind of eliminates a coating on the glass. The wiper blade seems to be a lot more fragile than the blades on my 911 were. Maybe there is some aftermarket replacement blades out there I can try, but should not have to fight this on a new expensive Porsche product. Applied RainX multiple times and it seems to help but does not eliminate the chatter. Also replaced the blades once already with OEM ones from Suncoast. Only thing I have not tried is a Cerium polishing compound but that seems drastic on a new car.
