You're not going to see the water that's been absorbed form the atmosphere because, you may recall, the water is heavier than
and does not mix with the brake fluid.
What that means is that the water will end up at the lowest points in your vehicle's braking system - at the calipers. This is how
caliper pistons end up seizing. Perhaps even more insidious is the fact that the water contaminated brake fluid has a lower boiling point.
Execute a number of hard braking operations and you may end up with brake fade (pedal goes all the way to the floor - and no stopping power!).
As Clint Eastwood famously said, "Do you feel lucky?".
Which is cheaper a brake fluid flush or replacing brake calipers? I wonder how much the front 6-piston calipers run these days...?

Correct, the pen like testers coupled with mileage since last flush as well as date will give you an indication whether a flush should be done.
Similarly, I change oil twice a year irrespective of mileage due to enormous temperature variations in winter with water condensation likely in the oil. In summer we can get into the 90s and in winter below -40F. So Spring and Autumn filters and oil etc get replaced as well as emergency gear gets checked on Touareg and Macan (shovels, flares, blanket, tow ropes, flashlight, battery booster...). Always better to have and not need than to need and not have.

The couple of times I've been stopped it was to look at the car..., happened at least twice with my old RS5. Troopers are very good here.
