It's a procedure to open the fuel filler door in the event the mechanism fails. You pull the right rear interior panel out, where fuses are located, and look for a small red plastic ****. That has a string that is connected mechanically to the door locking mechanism that supposedly opens it. I've opened mine twice that way, but my locking cylinder is failing and sometimes the emergency cord won't open it.
