After getting stuck on a motorway between London and Brighton following a non repairable puncture, and having to wait 4-5 hours in the middle of the night for a tyre to be sourced, I decided to purchase this from Porsche, and carry with me. Not a neat install, but a great solution to get me going quickly if that happens again.

Why should it be mandatory? You can either use the repair kit (that *is* included instead of the spare) or call a tow truck/AAA.
Mandatory should be more for safety features. And given how fewer and fewer people know how to change a tire…
i get what you mean but if life decided to play you a very unfortunate set of cards, you could be faced with a situation similar to OP, he had to wait 4-5 hours in the middle of the night for help and a spare. There are situations a repair kit may not be able to fix.

Agreed - in which case, you can get a spare of sorts if you want to.
Making it mandatory, taking space in the car and adding weight when in the majority of cases it’s not needed, that I’m against.
