PCA Instructor, Just picked up a 14' C4S and was wondering if the stock fluid and pads are up to track duty or not?

IMO : NEVER-never hesitate to do that !
And go for the best fluids you can find (in my side I use Motul 600 now, and had ATE 200 before).
Or : no savings on brake fluids.
..Particularly if you do not have the 100% trustable history, and do not know for sure if your fluid is very fresh !

If you track, I would say : change your fluid at least one time per year.

Also, I would recommend that you change pads when the meat is less than 50%.
The only good track pads, are the new ones ! The heat (the ennemi) travels in the direction of the caliper (and the fluid) much faster, ..if the pads are thin !
(Pads "meat" act as heat isolation.)

And a cheap "third" one : you can find at Porsche dealers a very cheap (in the 30 bucks range) plastic front air scoops that are a piece of cake to change, (when the wheels are out, i.e.. to flush fluid !) over the OEM air scoops. They are called "GT3 air scoop and 30 bucks is the price of the pair !)
This helps a bit to remove heat from the rotors.

In my view, brakes are more important than power, so anything you can do on brake, ..is great thing to do !
