Took some diameter measurements and found the locking ring (bottom) is 75mm while the top ring is a tad over 84mm. I found a set of spanner wrenches that are broad enough to meet those specs, made for H&R coilovers.

I ordered a set and will report back the overall fitment. My MCS coilover spanners do not fit as they are much smaller.

Bilstein PSS10 spanners do NOT fit. They use holes in the rings, GT4 has notches.

I bought a set of Bilstein spanners from Summit Racing that do fit. They are part numbers 191015 (large) and 191014 (small). I used them to adjust my front springs last month. Links to the wrenches at Summit are:
191015, $9.97
191014, $8.97

I'm sure there are other places that sell them, but Summit had the best prices and availability when I place my order.

How did these wrenches fit against the locking rings? Did they sit flush against the ring?

They fit fine, didn't have any problem using them to adjust my springs.
