Default Climate fan turn-on delay

Is it normal in cold weather for the interior fan to not be functional for the first several minutes after starting the car? The last couple of times I've driven it I've found the fan (and therefore defogger etc.) don't work at all for about 2-5 minutes after starting the car, then suddenly it starts working normally. Is this normal, waiting for the car to warm up? Or is my fan dying?

Bump - anybody in a colder climate (ie within a few degrees of freezing) who can confirm whether this is normal? I'm guessing not, but would be good to confirm.

Edit: despite the avatar, this is in my 981 GT4.

Mine starts with the fan on no matter what. I turn it off when parking and when I go to start the car the climate control is on and blowing.

Tested this morning. Fan works regardless of outside temperature.

Thanks. My suspicion is that this might actually be a battery voltage thing. I know my battery is on its last legs, and I these cars have been known to do weird things when voltage drops. Going to try a new battery first since I need to do that anyway, and will see if it clears up the issue.
