Which cars with <400 hp would you say are superior in terms of handling and overall performance when compared to more powerful cars ?

Certainly the driver... and I'll go on record as saying "just about anything with decent handling". My 356 has a whopping 75 hp from the factory. However, I can drive it to its limits and almost have no worries about a speeding ticket. Still plenty fast for around town or high way use too.
Two rules...
1) More fun to drive a slow car fast than a fast car slow
2) Horsepower is for those who can't keep their speed up in the corners
