Welcome.

You can do it with Microsoft 'Paint" (should be part of normal Windows installation); just use Image...Stretch/Skew....use the % stretch for vertical and % stretch for horizontal.....

If you still need help, I'd be happy to help resize some pics in various sizes for your avatar....I currently have JASC Paint Shop Pro installed on my home PC.
