This is a daily driver that is stored outside in SF

Removing these yellow spots is 10+ swipes with a clay bar - took over an hour to get the hood cleared of them only to then have it covered again within a month

How do I get this stuff off (pollen? Pollution?)

And what coating can i use on car to keep it out of the clear coat?
