Can this paint be salvaged?
My car sat for a long time in some adverse conditions and developed a lot of bad spots.
Can this be saved in any way to at least look "decent?"

I can get access to a machine if need be, I just don't know where to start with this level of oxidation. The light orange on the 2nd pic is actually raised up from the rest of the paint.

It depends on how much paint is left to work with. Bring it to a body shop and have the paint thickness measured. If the car hasn't been buffed you should be able to make it look very good with the right polishes.

It could be made to look much much better for sure. I'd imagine thats single stage paint.
