I am doing a physical delete in my 2015 CD, but I don't know what is this selenoid actuator for, I need to keep it or remove it, what it does?, Part 39 on diagram.

That is the solenoid that controls the vacuum to the coolant bypass valve.
it controls whether coolant flows into the egr cooler or not.
I assume you are not removing your egr cooler itself? (otherwise you are in a world of modifications to the cooling circuits in the Vee under the intake manifold) so leave that in place and connected.
