I have a 2011 CTT, and on occasion, and without warning the steering wheel will not tilt down. Its the power tilt/telescoping. it will telescope forward/back, but not up and down. I've done the limit relearn with the seats, but it doesn't always work. Then out of the blue it will tilt as normal. Anyone else have this problem? is there any other method other than the power seat limit relearning that is more consistent. Finally, any idea why it happens?

I would start by removing the switch and test it. A simple continuity test or a test light will work.
