Mufflers are fine. Anything cat back will be OK. As soon as you mess with the Cats, you face the chance of failing visual inspection.

California DOES NOT sniff every car any longer. Both my '05 GT3 and my '08 CTT were tested via OBDII port only.

I should add that gasoline-powered cars between 1976 and 1999 get sniffed. There are six counties where no smog test is required in certain zip codes. Some high pollution areas may require a non-dyno sniff test.

Correct, and it does vary around the state. For instance, if you live in Tahoe City in North Lake Tahoe, no smog cert is required at all. Through out CA, new cars are exempt for the first 5 years, then it is every 2 years after that. Where I live, they still do the sniffer, as well as the ObdII port.
