You can have refrigerant tested regardless of climate; high side pressure, low side pressure, leak detection dye, etc. The same device is used to add refrigerant. It's just a matter of opening your wallet.

Just to add to what Greg wrote; even if the A/C button is lit on the center console in temperatures below 39F the A/C is not on regardless if the button is illuminated. I leave my A/C on Auto all year round. Yesterday morning it was rather moist outside (the start of the winter storm on the East Coast) and windshield started to fog up. It was below 39F so the A/C was automatically shut off by the car. I had to turn on the front windshield defroster to pump some warm air onto the windshield.
