Can't rev the engine without moving -- in N and D, revs don't go over 4000. Is that true in all your Cayennes?

Could be a "break in" program. My Range Rover limited rpms for the first few hundred miles, now it goes to redline.

Driving I can redline. I have 2300 miles. In Drive and Neutral, it only goes to 4000rpm.

Thats the factory set no load govenor.Lots of new cars are like that now so they can't be over revved and then slammed into gear.

928 is correct. Two reasons - one, as 928 mentioned is to block sudden gear moves, and the other is emissions related - revving a cold motor and letting off the gas rapidly can dump excess fuel into the system.
This "feature" is to migrate into the Carrera and Boxster Tips as well.
