Are you refering to the black plastic piece that holds the floor mats in place? If you are, you should actually have two. The factory mats (carpet or rubber) come with 2 holes that snap around these pieces to hold the mats in place.

The carpet is cut in an "L" shape and it looks like a battery ground cable or?

That bolt is used to hold the battery disconnect bracket that is removed during PDI. The harness is in place when the car is shipped from the factory. Once removed, a carpeted cover is put under the driver's seat to hide the battery and wiring.

The bolt does stick up about a half inch and looks like it has a electrical cable still attached... Do all Cayennes have this or are you saying it should be removed?

The cables and battery disconect are removed during PDI. I have not seen a visable bolt protrude beyond the carpet after delivery. Perhaps your service dept. may have forgotten to get rid of it? May I suggest asking the service manager if it is still supposed to be there.

It's supposed to be tight, holding the ground cable.

I stopped by the Dealer today and they removed the cap nut that was raising the carpet and put on a regular nut. It is in fact the battery ground cable post and was for the "Transportation battery disconnect switch". It's used to turn the battery off while in transport and is removed at PDI. I was told that the vehicles that arrive now have a “plastic door” in place of the cut carpet.
