They are part of the Cayenne Tequipment which is already accessible on Porsche's European websites. Take a look under "Classic & Parts & Accessories".
Price is around US$ 150.

I was going to get these to try to minimize stone chips on side panels.

Well, the photo looks good. The 20" Sport Techno wheels are best wheels Porsche offers for the Cayenne (in appearance) and there's an obvious mistake in the design of the rear wheel arch -- the rear edge of the rear doors expose a painted surface to the front of the tyres. Stone chips will rip up that paint and driving on snowy roads where the local solution is to put down sand literally sand-blasts the paint off. I think some clear 3M DynaShield along the edge of the door might suffice, but I'd put on the wheel arch mouldings and the mud-flaps which, in my humble, help take the car from "high rise mini-van" to something that at least begins to look like it might be driven further off-road than the country club.

In person, the front mudflaps look fine. The rear ones are a different story. I should have taken pics when it was in our showroom. The rear ones stick out. Each side has two pieces. The upper piece is a stick on flap that sticks to the painted portion of the rear bumper, just above the black plastic section.
They will definitely protect your finish from stones and whatnot, but I don't think they suit the overall look of the Cayenne. Again, it's all personal choice. You may like the way they look, I personally do not.

Dawktah - Installed them on my S, I can't tell you that I am crazy about the looks but they are necessary up here in CO if you are going to go on gravel or offroad. They were relatively easy to install, although there are no instructions in the box you get from Porsche. Most of the mounting holes are already marked on the plastic that lines the wheel wells. They look ok on mine as the lower portion of my car is black, with lapis blue upper. I paid $185 at the dealer.
Difference Engine is correct, the fronts look great, the rear look a little too large, although there is a great deal of protection afforded by them. I must be **** because in addition to the flaps, I also had them install 3M plastic right behind each wheel. Let's see if those rocks do me in now!!
