Default Coolant tubes in cold climate

I have a 2005 CS. I bought it used not long ago. I now have approx 70k on the clock. Are the coolant tubes more of an issue in warmer climates? I live in Montana where we only really have about 2 months of what would be considered a real summer. I don't believe they were replaced by the PO.

Although hotter climates seem to make them go faster they all eventually go
