Default Keyless Entry Question

2004 Cayenne Turbo
I read a few previous posts but wanted to see if anyone could help me here.

Facts:
Original main vehicle battery
Key fobs replaced in 2006 under the recall
Brand new batteries installed in BOTH key fobs today
None of the buttons on the key fob seem to do anything...not even panic when outside the car
Car WILL recognize the key is inside the car and allows you to drive it
Pressing on the door handle buttons does not do anything when outside the car
Only way to lock the doors once your outside of the car is to use the key to manually lock them....you then see the alarm light blinking
After the above step the only way to unlock the doors is to manually unlock them
My son sometimes goes into the car and plays with every single button on the dashboard
I reset factory settings both in the instrument cluster as well as the Navigation cluster

Questions:
It seems others have come across this issue, but never had a clear explanation of the fix?
Could there be a setting I am missing in the menus?
Any other troubleshooting steps I could try?

looks like it needs reprogramming, from the stealer.

I am going to go with Alex, it is around $50 to have it reprogramed. You have to bring all the keys so they can reprogram them at one time.
