The cars that have Climate Control - On a cold morning the fan speed is running at maximum to heat the interior cabin, this triggers the heated steering wheel.
Well, once again your dealer is activating my BS alarm. Their story related above is not true. On a cold morning, the fan for the auto climate control doesn't kick in hard until the engine coolant water has heated up to the point in can be circulated to the heater core. Otherwise it would jus be blowing cold air in on you. I feel my heated steering wheel warming up within 60 seconds, and it takes several minutes of operation before the heater starts blowing out warm air. And wth the temp setting around 72F the fan doesn't come on full blast anyway.
Good luck; I hope you wear them down soon with logic and facts, and tell them if that doesn't work you'll contact Porsche Customer Commitment directly.
