Default Right Brake Light Not Working - Help

A few days ago my 2005 Cayenne Turbo gave me the warning "Check Brake Lights." When I checked them my Right Brake Light was not working so naturally the first thought is the bulb is out. I ordered 2 LED Brake Bulbs from SuperBrightLeds and replaced both tail lights today. However the Right Brake Light is still not working so it seems it was not the bulb. I then suspected maybe a fuse? But looking at the Fuse Diagram it seems there is a single fuse for "Brake Lights" at Fuse Position #38 on the Left Fuse Box. Seeing that my Left Brake Light was functioning I figured it may not be this but that I would replace it regardless. To my surprise there is NO fuse at all in the #38 Fuse Position which I am confused about. Why would that fuse be missing? If it was, why would my Brake Lights have been working all this time?

I am at a loss as to what to check next and where?
