What is this flap for in the back seat?

Default What is this flap for in the back seat?
I noticed this thing in my car years ago the one time I rode in the back seat, but never gave it another thought until I saw another thread recently with a picture of theirs talking about the ski bag. Does anyone know what this extra flap of leather with the velcro strip is for between the arm rest and the ski bag locker? It seems extraneous to me.

I believe its just there for aesthetics to give a smooth leather surface when the arm rest is down and the ski bag is not is use.
