If it only happens directly after filling up and no other time I would consider something about how the tank is vented.
IF it were the fuel pump or relay it seems like it would happen at other times than just after fill ups.

I had the same symptoms after filling up last year. I would stop, fill up, and turn the car back on and it would struggle to start, my BOSE amp wouldn't turn on and I would have garbled sound coming out of my speakers.... turned out to be my battery not the fuel cap issue. It had enough juice to start up, but if I drove a short distance to the gas station and filled it up it would have issues. New battery and haven't had the issue since. Your's may be the gas cap issue though, but just mentioning the battery resolved my similar issue.
