Default OBD Problem

I tried this on other forums - hopefully someone here can help me. I have a 98 and recently purchased a Durametric Enthusiast setup. Hooked it up and it read the engine, tiptronic & alarm modules. Would not read any of the other modules. Called tech support and was told to check for voltage on the #3 pin with the key in the accessory position. Found 11 DC on that pin when, according to tech support, there should have been 0vdc. Any ideas why I would have voltage on this pin? What can I do to resolve this so I can do a full diagnostic (and reset my air bag light)?

aftermarket radio? some aftermarket radio wiring installations backfeed power to the DTC connector, which can disable some scan tools. remove the radio and try again.

Removed radio - pin 3 voltage dropped from 11vdc to 3vdc. I still have a communication error. Will call Durametric tomorrow since the Tech said that a small amount of voltage could be on the pin. Does this pin normally have some voltage on it?

My bad - I put the ignition to accessory position and the voltage went to 11vdc. At a loss.
